Libertum today announced that its Salvadoran operating entity, Libertum, S.A. de C.V., has been granted a Digital Asset Service Provider (DASP) license by the Comisión Nacional de Activos Digitales (CNAD), El Salvador’s digital asset regulator.
The company has been entered into the Registro de Proveedores de Servicios de Activos Digitales under license number PSAD-0094, granted on 31 August 2026.
What the License Authorises
The registration is issued under Article 19 (a), (d) and (f), numerals 1 and 2, of the Ley de Emisión de Activos Digitales (LEAD). It authorises Libertum, S.A. de C.V. to provide the following services in relation to digital assets:

Custody of digital assets on behalf of clients

Exchange of digital assets

Transfer of digital assets

Receipt and transmission of client orders
The authorisation covers the stablecoins USDT and USDC.
A Supervised Entity
With the registration, Libertum, S.A. de C.V. becomes a supervised entity subject to ongoing oversight by CNAD, including quarterly reporting obligations commencing in Q3 2026.
In accordance with the applicable regulations, the company will notify CNAD prior to commencing operations under the registration.
Management Commentary
“Tokenization has had a credibility problem for most of a decade,” said Javvad Azam, Co-Founder and CEO of Libertum. “Anyone can issue a token. Very few can demonstrate that the infrastructure underneath it — the custody, the transfer, the handling of client orders — sits inside a regulated perimeter and is supervised by a named authority.”

Industry Context
Institutional participation in real-world asset tokenization has been constrained less by technology than by the absence of a clear regulatory perimeter around the infrastructure layer. Custody, settlement and order handling are regulated activities in most major markets, and platforms that perform them without authorisation present counterparty and legal risk that institutional allocators are not positioned to accept.
El Salvador’s Ley de Emisión de Activos Digitales established one of the first comprehensive statutory regimes for digital asset issuance and service provision, administered by CNAD as a dedicated regulator.
Scope and Limitations
Libertum wishes to be explicit about the boundaries of this authorisation:

The license is granted under Salvadoran law and has effect in El Salvador. It does not constitute authorisation, registration or licensing in the European Union, the United Kingdom, the United States or any other jurisdiction, and it does not confer passporting rights.

Issuers and partners using the Libertum platform remain responsible for obtaining their own authorisations in the markets in which they operate and offer their products.

The authorisation covers the activities listed under Article 19 (a), (d) and (f) 1–2 as set out above, in USDT and USDC. It does not extend to the promotion, structuring or management of investment products, which fall under a separate subparagraph of Article 19 that is not included in this registration.

The LBM token is outside the scope of this registration.
Next Steps
Libertum intends to pursue an expansion of its registered services to include structuring activities under Article 19, which would allow the company to support the structuring and registration of instruments prior to tokenization. Any such expansion is subject to CNAD review and approval, and no assurance can be given as to its outcome or timing.
